Let's update the DataViewHeader to display actions in mobile/desktop view appropriately. We should support displaying one primary action and the rest of the actions in a menu next to the primary action.  

Actions configuration is passed using the actions property consuming an array of DataViewAction elements handling displaying the action buttons or menu depending on the viewport size - example:
