This is a bug that causes issues for test automation, but it's also a bit of a UX oddity IMO. Presumably this used to work the way described under expected results, because the associated test used to pass in ephemeral environments.

Steps to Reproduce
- Login
- Open the Services menu
- Click the 'View all services' button
- Open the Services menu one more time
- Click the "All Services" button
Expected Results
We're already on the "All Services" page at this point (but it's hidden behind the Services menu), so the open banner should probably close to emphasize the already-open ASP. Alternatively the "All services" button could be disabled and grayed-out to encourage the user to close the banner and look at the page.
Actual Results
When you click the "All services" button, nothing happens. The UI remains where it is and ignores clicks.
If this is the desired behavior, we'll need to alter our automation to adapt to this behavior.
Side note: If you repeatedly click the button, the Cloud Console logo repeatedly blinks, which is a fun, exciting, and probably unintentional feature.
