This ticket consists in preparation work for the introduction of AuthZ in Notifications.

We need to produce messages to the platform.notifications.ingress topic in ephemeral. It doesn't matter whether we're doing that using notifications-gw or from another way, as long as we're able to produce these messages which will be used for testing purposes.
