Please re-route if I haven't landed this in the correct team/project.

Our feedback form received a report (CRCFEEDBK-3289) where the user was reporting that they can not modify their timezone settings. I have been able to replicate this issue

Steps to replicate:

1. Navigate to https://console.redhat.com/settings/notifications/user-preferences
2. Locate the green banner that states "Any daily digest emails you've opted into will be sent at 00:00 UTC" with "Edit Time Preferences" link
3. Click on Edit Time Preferences link
4. Select custom & select any values in the pop-up & click save
5. Observe error banner shown on the right hand of the screen indicating "Failed to save action settings"
