Notifications UI - Kebab drop-down list is under the layout when there's 4 empty behavior groups listed

When there's 4 empty behavior groups on notifications page, the kebab drop-down (edit/delete options) list isn't fully shown (see attached screen shot).

Expected: the list should appears above the layout.

Tested on Stage.
