Allow user to change the scrape time interval

      1. Proposed title of this feature request
      --> Allow to change the scrape time to allow change it from 30s (or 1m) to 15s at the time specified by users in a configmap.

      2. What is the nature and description of the request?
      --> All platform is scrape every 15s and OCP components is scrape every 30s (or 1 minute in single node) and their is need to change it.
      The main purpose is to change the default time to 15s or, better idea, allow to user change it.

      The implementation of an option that allows users to adjust the metrics scraping interval in OpenShift clusters is requested. This option should offer the flexibility to configure the interval to 15 seconds to match the metrics update frequency on other platforms.

      Justification:

      Having a configurable metrics scraping interval would offer the following advantages:

          Improved data synchronization: It allows aligning the update frequency of OpenShift metrics with that of other platforms, facilitating data comparison and analysis.
          Higher granularity of information: It provides more up-to-date and accurate metrics, enabling better decision-making and faster response to potential issues.
          Flexibility for different needs: It allows users to adapt the scraping interval to their specific needs, based on data volume, system load, and analysis requirements.
