Accelerate autoscaling

What is the nature and description of the request?

My customer is having an issue with the amount of time it takes to autoscale their clusters:

We tested autoscaling on our cluster and got to know that a new node is coming up in between 8-12 minutes which is huge gap. We got to know the pre-warming node as a solution, however, we still want the new node availability under 5 minutes.

Why does the customer need this? (List the business requirements here)

This is causing major issue for their developers. Delays to developers put use of the platform into question.
