The console should allow dynamic plugins to provide content that can be located in the console drawer

2. What is the nature and description of the request?
Dynamic plugins could add content into the drawer so is easily available for customers without loosing context when navigating. In particular, plugins that offer cross page features.

3. Why does the customer need this? (List the business requirements here)i

• Lightspeed: Add the chat component into the drawer so customers can access it easily regardless of their current navigation in the console
• Korrel8r: Add a side troubleshooting panel that will help navigate the cluster resources when debugging an alert or problem, without loosing context of the main issue
