Team role: admin that does not have permissions for Robot account creation
2. What is the nature and description of the request?

The idea is that there would be an admin role for the organizations, but without the ability to create robot accounts. Only the super users would be able to create robot accounts.
3. Why does the customer need this? (List the business requirements here)

For security reasons, only the super users, which are the actual owners of Quay, can create robot accounts, so that they can have a better track and accountability of their usage.
