OpenShift Internal DNS to not forward 100.64 requests externally

1. Proposed title of this feature request

Internal DNS authoritative for 100.64.0.0/16 PTR

2. What is the nature and description of the request?

Customer is experiencing an edge case where a PTR request being sent for a 100.64 (geneve) address is being forwarded to external dns. In a situation where the external dns is unreachable, this causes a failure in a tight healthcheck window. The idea behind this RFE is that if internal DNS could either reply or nx such a request instead of forwarding, this edge case would not occur.

Current implementation results in unexpected failover if there is a delay in external dns nx for an internal ptr request.
