Disable help tips while editing yaml in web console RHOCP 4

Disable help tips popping up in the web console while editing the yamls.

2. What is the nature and description of the request?
Give the user a option to disable help tips in the yaml editing screen.

3. Why does the customer need this? (List the business requirements here)
Usability, the tool tips gets in the way of seeing the rest of the yaml, and the user sometimes click on links in the help tip by accident.
