Windows Machine Config Operator (WMCO) supports air-gapped environments

2. What is the nature and description of the request?
Customer with strict security requirements e.g. in finance or government are not allowed to run OpenShift with direct internet access

3. Why does the customer need this? (List the business requirements here)
Customer is migrating all workload to OpenShift, Windows based systems are planned to be migrated next, but this requires that WMCO supports disconnected environments

OpenShift 4.11 / WMCO 6.0
