Allow custom securityGroup for IPI on AWS

1. Proposed title of this feature request

Customer would like to have some sort of automation to add control nodes to custom security groups for OCP deployments in AWS.

2. What is the nature and description of the request?

The current support method is to add custom security groups via UPI deployments or by adding the security groups to the vm manually after they are created.

3. Why does the customer need this? (List the business requirements here)

Customer requires this feature as part of their automation process in order to minimize manual effort.
