CRD for setting default Storage Class

The customer wants to use GitOps (ArgoCD) to set up clusters.  They've found there is no such CRD, they are now requesting one.

       So they can set up clusters in an automated and efficient way.

    Perhaps need the metadata, a controller and the business logic to implement the feature.
