Fix test failures in ClientBuilderTest and DuplicateProviderRegistrationTest

There are two test local failures when locally build Resteasy:
ClientBuilderTest.testDoubleRegistration:190 null
This is caused by the change RESTEASY-1284
DuplicateProviderRegistrationTest.runTests:104 expected:<7> but was:<2>
This failures is caused by a remote host "http://www.changeit.com" which is used to test sometimes can't be accessed.
