Validation and CDI - Part II

The WildFly JAX-RS integration tests and the TCK have revealed two problems with the changes introduced for RESTEASY-1008.

1. The means of determining if CDI is active is broken.
2. In certain cases, JAX-RS resource methods can be called outside the context of a servlet request, leading to NPEs.
