Hopefully the work I did for dynamically created partitions will get in. Unfortunately, lookupIdentityById() will not be able to search any created tiers like it currently does.

If IdentityManager.lookupIdentityById() is supposed to only be scoped to the IDM's partition, then this is ok. Otherwise, this will need to be fixed.
