In CS-D, when constraint weight is set to zero, that constraint will be disabled by using Drools agenda filter. That filter, however, takes some time to run and in case of the Rock Tour example, it turns out that this filter takes 6 % of the entire application runtime; likely more time than it'd take to execute that constraint and throw its results away.
