Quickstarts should have a test that runs in assert mode (boilerplate code must go in optaplanner-test)

For both quarkus and spring boot quickstarts.

It should be configurable how long it must run for which enviromnentModes.

Similar to CloudBalancingPerformanceTest I suspect.

This should reduce the need that users leave on FULL_ASSERT by accident.
This should also reduce the chance that users forget to try FULL_ASSERT before pushing score corruption to production.
