Reenable undeclared/unused dependency check

Last year we realized that the plugin used for illegal transitive dependency check was not working as expected and we disabled/removed it globally.
In parallel gcardosi created an "equivalent" configuration based on maven-dependency-plugin (https://github.com/kiegroup/drools-wb/blob/7.38.0.Final/pom.xml#L212-L285) and we successfully tested it on drools-wb repo.

Let's do the same for optaplanner, and optaweb repositories.
