JDK 11 build friendly: Update jboss-parent version so compiler, surefire and failsafe plugin are updated

current plugin version -> minimum required plugin version (higher is better)
surefire 2.18.1 -> 2.22.0 or higher
failsafe 2.18.1 -> 2.22.0 or higher
compiler-plugin 3.7.0 -> 3.8.0 or higher

We probably all inherit these version numbers from the jboss-parent pom, so just update that.
