4.13 : https://api.ppc64le-qe54b.psi.redhat.com:6443

We need to add them to pool of OCP clusters or create new one to be able to pick them automatically in the downstream pipeline here - https://gitlab.cee.redhat.com/istio/servicemesh-qe/jenkins-csb-declaration/-/blob/master/casc.yaml#L814

AC:

• when OCP_API_URL is empty and OCP_PROVISIONING_TYPE is 'pool' free cluster should be picked from a pool according to arch and version for given run
