Switch Interop test to run on PSI

Currently our Interop tests are run on AWS for stability.

Now that PSI is relatively stable, as QE, we want Interop tests to run on PSI for cost reason.

AC:

• Interop pipeline is using OCP cluster created in PSI OpenStack by default
• We also want to retain the capability to switch back to AWS.
• We want the OCP installation step to be retried several times in case of failures.
