Add support for non ECMP environments. This includes testing and ensuring the next is working:

• Peer with remote BGP-peer not to the ToR
• Ensure next-gen control plane can configure FRR with the bond IP instead of the Lo IP
• Ensure the bond is not connected to br-ex so that the agent can do the redirection in the same way as in the ECMP cases
• Add testing coverage on CI
