Should have name for downloadable cartridge if there's an anchor in git-url

    Description

      Downloadable cartridges have no name as long as they're not "deployed" (aka used for an app or embedded into one).
      In QUickstarts for instance they are specified using an achor which we could use for the (displayable) name:

      "cartridges": "[{"url":"https://cartreflect-claytondev.rhcloud.com/reflect?github=aerogear/openshift-origin-cartridge-aerogear-push#AeroGear"},

      or
