Allow contributor agreements to be viewed without logging in

The words 'Contributor License Agreement (CLA)' in the first sentence of the Kryten login page should be made into a link that goes to a publicly viewable page containing:

JBoss Community Individual Contributor License Agreement
JBoss Community Corporate Contributor License Agreement

This will allow people to read the agreements before making their mind up whether or not to contribute code.
