New Forum: add "sticky" threads functionality.

Currently I only see possibility to start Document, Discussion and Announcement and also see "mark thread as question" in the thread creation form. Do I'm missing something? If it's really absent - it would be really good to have it back We placed rules for forum thread and "most important"-like pages as sticky.
