Allow admins to move threads across forums (Clearspace spaces)

Consider this:

• User X is an admin in the EJB3 space but NOT an admin in JBoss WS space
• Some user opens a thread in EJB3 space, but the thread really should belong to JBoss WS space
• User X being an admin of the EJB3 space, tries to move out this thread to JBoss WS space

Currently this is not allowed. User X is shown "You are not authorized to do this" (or some similar) message. In the current form, this is a bit too restrictive.
It would be good to allow admins to move threads out of their forum (space) to any other forum (space).
