Add rel="nofollow" to outgoing links in user-editable content.

    Description

      WRT ORG-1540:

      I noticed that we don't have nofollow's in our outgoing links.
      That's the main motivation for the spammers - they get higher pagerank.

      Can we please add rel="nofollow"?
