Cannot see private message if user is in 'cc' (more recipients)

How to reproduce the bug:

1. User A sends PM to user B
2. User B replies to A and add recipient C
3. C got PM and can see it but
4. After flushes caches C is no more able to see the PM because of "Unauthorized" message. No exception in log.
