Get Started and Get Involved links should be contextual

The Get Started and Get Involved links in the main header should point to pages within the current project. Only on the jboss.org home page should these links lead to general entry points.

Currently, when you are viewing a project page, these two links are confusing, misleading users away from the current project. They are on that project for a reason. Dumping them into the /developer page when they are visiting infinispan or RHQ is going to make them go "WAT?". Same if you just dump them into a generic "help us" page when they click on Get Involved. It's just not helpful.

These are prominent links and should therefore lead the visitor towards deeper engagement, not the opposite.
