Cannot upload avatar photo

I guess this is in the SBS part of JBoss.org. Anyway I try to upload an avatar photo from my profile. The upload page says:

Select a photo from your computer and upload it. (JPG, PNG, GIF, or BMP only, maximum file size of 15.0 MB)

So I select a 3.1 MB JPG file and try to upload it, but JBoss.org says:

The uploaded image file is too big.
