      from QE CI : https://issues.redhat.com/browse/OCPQE-11675

      Version-Release number of selected component (if applicable): 4.10.28 

      How reproducible:

      Steps to Reproduce:
      1. setup cluster with template private-templates/functionality-testing/aos-4_10/ipi-on-ibmcloud/versioned-installer and version 4.10.28-x86_64
      2. trigger upgrade to 4.11.0-0.nightly-2022-08-19-151011

      Actual results:

      upgrade is failed with error

      message: 'Unable to apply 4.11.0-0.nightly-2022-08-19-151011: error during syncRequiredMachineConfigPools:
    [timed out waiting for the condition, pool master has not progressed to latest
