Cluster installation using Assisted Installer on zVM is failing if external arguments are not patched.

      Description of problem:

      On zVM Cluster is not installing without patching external arguments using Assisted Installer. The cluster is installing when external arguments are patched.

      How reproducible:

      Steps to Reproduce:

      1. Configure DNS, DHCP, Haproxy, Firewall, Apache
2. Add the cluster details in Redhat hybrid cloud console
3. Add ssh key and download the artifacts
4. Mount the artifacts on the server and boot the vm5. once the servers appear in Redhat Hybrid cloud console start installing the cluster.   
 

      Actual results:

        Bootstrap is rebooting and loading the master. Master reboot is not completing and cluster installation is failing.

      Expected results:

        Master reboot should happen without patching the external arguments and complete cluster installation.
