[BM] OCP 4.14 Rendered creation delay

      Description of problem:

      The client noticed a long time (1hr +/-) to apply multiple changes via machineconfig.

      How reproducible:

      1. Trying to install OCP 4.14.14.
2. OCP base installation is successful.
3. Day2 operations are being performed.
4. Pause the MCP 
5. Apply configurations 
6. Unpause MCP
7. Wait for the cluster operators and MCP to become up and running. 
--- It took more than 1 hour for the cluster to finish to applie the configurations

      Actual results:

      The rendered seems delayed on the creation and delay all the configuration tasks

      Expected results:

      After unpausing the MCP the rendered should already be created and the operation to apply the machineconfig should complete without delays
