In the update to handle the sriov race condition that triggered OCPBUGS-29788, a health check was introduced to ensure the SriovNetworkNodeState CR exists. In addition, a workaround was added in the LCA upgrade handler when the CR does not exist to kick the sriov reconciler immediately, rather than waiting up to 5 minutes for the reconciler to requeue itself. This workaround adds an annotation to the default SriovNetworkNodePolicy CR, which triggers the reconciler to run. This CR no longer exists in 4.16, however, so this workaround will not work. The workaround can be safely removed from LCA, as the health check itself will prevent the manifest apply error from the original issue.
