Static IPv6 bonding with Intel cards (ice) and "rd.neednet" (TANG) is failing

      Description of problem:

      Static IPv6 bonding with Intel cards is no longer working as expected in 4.15

      Version-Release number of selected component (if applicable):

      4.15.0-0.nightly-2024-01-18-050837
      LACP (802.3ad) bonding

      How reproducible:

      Always with nodes with Intel network cards. Seems to work sometimes on manually rebooting the node.

      Steps to Reproduce:

      1. Deploy single/dual-stack OCP via iPXE with static LACP bonding set via kargs
      2. Use custom ignition procedure (https://coreos.github.io/coreos-installer/customizing-install/#custom-coreos-installer-invocation) to retain the same kargs.

      Actual results:

          The instances are able to boot properly with the iPXE bonding configuration and gather the custom ignition and then the second ignition file with the proper master/worker profile, but the bonding seems to fail after that.

      Expected results:

          Successful bonding configuration after the initial boot and across reboots
