      This is a clone of issue OCPBUGS-13431. The following is the description of the original issue:
      —
      Description of problem:

      When attempting to Handle a Network Policy and one Namespace
which is affected by it is in the process of getting handled
by Kuryr, the Network Policy event would be often retried, this can cause constant restart of Kuryr controller specially if the cluster is under heavy load.
