Enable "Support" tab in OCM UI FedRAMP

      Enable "Support" tab in OCM UI FedRAMP with these requirements:

      1. Enable use of adding notification contacts.
      2. The “Open Support Case” button will open up the “state side support” location.
      3. The open support cases may not be shown. (Still TBD)
