UI Break Glass - allow user to create access for externally controlled cluster

      Using the new break glass apis,  allow user from the UI to create admin access to a cluster that is controlled by external authentication.

      Needs UXD.

       

      Acceptance Criteria:

      • Add break glass credentials to allow users using external authentication to use local admin authentication to access cluster
      • There should be a list view that shows user credentials and their relative state
      • Users should be able to view (and possibly download) their credentials in the form of a kubeconfig file
      • Users should be able to revoke all credentials on the cluster
