docs.openshift search suggestions for these pages are reflecting an incorrect top-level page result. Errantly linking customers to 404 pages. It is very likely that these pages have recently become nested under a top-level folder header, which is not reflected in the search index. 

4.13 and above, docs redirect fail. (4.12 and below work fine).

    every time

    1. search for term: `OpenTelemetryCollector`
    2. See results including: https://docs.openshift.com/container-platform/4.14/otel/otel-forwarding.html and https://docs.openshift.com/container-platform/4.14/otel/otel-config-multicluster.html
     3. click on suggested links, and observe immediate 404:

4. manually search for the target suggested page, find them under `observability` with the correctly resolvable link:

    search results should only provide valid/current resolvable links to docs

issue appears to affect versions 4.13 + (4.12 docs redirects work).
