When running Istio CNI through Multus CNI, pods need to have an additional annotation so that Multus invokes the Istio CNI plugin.

Because the annotation is multus-specific, it can't be hardcoded into the sidecar injector, so the injector needs a new feature allowing users to inject custom annotations into the pods.
