Currently, we can get into a state where we can do a docker pull on an image and docker will report that the image is up to date, but OpenShift will still try to pull down the image. Maistra should be updated such that it only attempts to pull down the image if it's not already present. This can be fixed by updating the templates such that they pull IfNotPresent instead of Always
