Federation controller tries to update ImportedServiceSet with invalid status

      After startup, the following error is seen in istiod when testing federation:

      2021-09-10T08:55:08.502742Z     error   federation      error updating federation export status for mesh mesh1: ImportedServiceSet.federation.maistra.io "mesh1" is invalid: status.importedServices: Required value    component=federation-server mesh=mesh1

      This error only happens once. In the next attempt, the status that the controller sets is valid.
