In 3.0.x deprecate the per thread logging public facing key and method. Remove these features in 3.1.

This feature was initially introduced in LOGMGR-120. However, I don't think the feature was ever used and could likely be better implemented today in their own filter. There is the ability to inherit filters from their parent.
