Context

In MCOA a user interacts with the addon through the ClusterManagementAddon and the ManagedClusterAddon. However, both these resources have a quite extensive Status fields that mainly reports status on addon-framework related operations (i.e addon registrations, manifestworks generation). 

MCOA in it's current reconciliation loop can instances where a signal reconciliation is not successful, for these instances we need to define a way on how we should report this information back to the users.

Acceptance Criteria

• As a user if there is an issue in the reconciliation of a ManagedClusterAddon I should not have to look through the MCOA logs to find the problem
