Node 18 is needed to compile kie-tools.

Backstage has recently introduced use of isolated-vm that needs a version of GLIBCXX_3.4.29.

This appears to be included with Node 20 onwards.

It's just inconvenient to compile the envelope stuff with Node 18 but other bits Node 20.
