[RHEL 6 RPM] change in TOMCAT_USER makes tomcat fail to start

      Due to security concerns (fixed in JWS-538), when changing the user in tomcat7.conf and tomcat8.conf, Tomcat is unable to start. Due to JWS-538, this is not a regression of JWS-85 and JWS-192; however, it is inconsistent with RHEL 7 (JWS-666) behavior.

      For now, I am disabling our test (JWS192.groovy in noe-tests) until a decision is made about what approach is taken for this issue.
