Warnings in Tomcat logs when running with the SecurityManager

      We are able to see following warning multiple times when we execute our tests.

      WARNING [localhost-startStop-1] org.apache.juli.ClassLoaderLogManager.readConfiguration Reading /jws-4.0/tomcat/webapps/manager/WEB-INF/classes/logging.properties is not permitted. See "per context logging" in the default catalina.policy file.
