I noticed while building tomcat-vault that we're shipping the vault jar with dependencies which now includes tomcat-util and tomcat-juli. The jar shipped with tomcat-vault should rely on the tomcat libraries, not ones included from upstream, which means that we need to add a dependency on our tomcat libraries in the pom.

I'll change the scope for tomcat libs back to provided, add a dependency in the RPM on tomcat-libs, and then add the two tomcat libraries to the zip. I'll also update the pom to use rh's build of apache-commons-cli.
